Promoting Named Characters

The 'Organization Promotions' screen will only be visible when you have one or more vacant positions available within your gang into which a lower-ranked character can be promoted. It is accessed by clicking on the actual vacant position on your Organization's 'Family Tree'. This will open a small window in which it will list all the Characters eligible for promotion to this position. By this means you will be able to flick between the Tree and the Promotions window to see which positions these Characters currently hold, and thereby make your choice. Note that clicking on a vacant position on the lowest rank of the Organization Tree will instead take you to the 'Available Recruits' screen, rather than to the 'Organization Promotions' screen. By this means you can select one of the new available recruits to fill the vacant position. Before promoting any named Character to a high-ranking position within your gang you should always give due consideration to several important factors:

Leadership Qualities

This natural Ability is the most important one for higher ranking members, being a direct measure of how well they are able to command the respect and loyalty of those immediately below them. Promoting any Character beyond his ability to command those now placed below him will almost certainly cause problems in the long term. As a general rule, those characters with the highest Leadership Qualities should be the ones who rise highest in your organization hierarchy. Bear in mind that being promoted to a higher level of responsibility will in itself gradually improve a Character's Leadership abilities, up to his natural Aptitude for this ability.

Personal Income

As a general rule promotion should be accompanied by increased personal income potential for the character concerned, which he would consider his just reward for accepting a higher level of responsibility. This might be either instruction to set up a new racket for himself, or by transferring an existing racket to his control. It is important to remember that one of the greatest factors affecting any Character's morale & loyalty is how much money he is personally making in comparison to others of his approximate rank in the underworld, as well as in comparison to those above, below and of the same rank within your own gang. The higher a Character's rank, the more income he will expect to be making.

Morals

A Character's 'Morals' characteristic rating is one of the most important factors governing his loyalty to you, the Boss. While you can always make any Character happier & more loyal by ensuring he makes good money and has plenty of free time in which to enjoy spending it, you can never change any character's basic characteristics. If he has very low Morals then he feels no real loyalty to any but himself, and never will. You have to decide whether or not you are willing to risk such a dubious Character enjoying the rights, responsibilities and privileges of a high-ranking position within your gang.
